With the growing awareness of environmental protection a review of waste legislation was carried out, and in May 2006 ' The Waste Management (England and Wales) Regulations 2006' were introduced. These rules came into force on 2 May 2007. The disposal of fertilizer packaging falls into this legislation and thus Yara recommend that any farmer should have a documented policy on how they manage this waste. Such a policy should include the method of disposal with details of any scheme or contractor used.
The options available to farmers are as follows:
Option 1: Store the waste on the farm where it was produced, pending collection, for no longer than 12 months. The Environment Agency need not be informed of this.
Option 2: Take the waste for recovery or disposal off-farm at an appropriately licensed site. There is no need to register as a waste carrier for this.
Option 3: Transfer the waste elsewhere for recovery or disposal off-farm at an appropriately licensed site. There are waste management companies who can visit the farm to do this
Option 4: Register a licence exemption with the Environment Agency to recover or dispose of waste on-farm
Option 5: Apply to the Environment Agency for a waste management licence or a landfill permit to recover or dispose of waste on-farm.
